KOTA BARU: Menteri Besar Datuk Nik Abdul Aziz Nik Mat yesterday called for civil law to be amended as it had failed to control crimes and social diseases the country.
He said it was natural to turn to hudud, but priority should first be to instil taqwa, the fear of Allah, and tarbiah, or religious education, in the people.
He said crimes and sexual offences were committed by people who went against the limitations set by God and not because of failure of enforcement, which was secondary.
"The laws cannot stop all these problems because we emphasise only the laws and not educating (tarbiah) the people
"The system failed us as crimes and social diseases continue.
"The answer (to all these problems) is hudud, but we must first inculcate taqwa or the fear of Allah in the people and educate them," he said after launching the Hudud Day celebration and seminar on syariah caning laws in Lundang yesterday.
Three working papers were presented by International Islamic University senior law fellow Datuk Md Salleh Ahmad, state chief syariah judge Datuk Daud Muhammad and chief of the advisory section (syariah) of the Attorney-General's Chambers, Mahamad Naser Disa.
The Prisons Department gave a demonstration on civil and syariah canings.
In his speech, Nik Aziz said Muslims were obligated to carry out hudud just as they were obligated to perform prayers, zakat (tithes) and fasting.
He said people were suspicious of Islamic laws because the Western and local media had given them a bad image.
"Kelantan enacted the Syariah Criminal Enactment in 1993 with the help of prominent figures, including the late Professor Ahmad Ibrahim and Professor Mahmud Saidun Awang Osman, but it could not be carried out as it was blocked by the Federal Government."
